Don Lee is a detective whose reliance on informants leaves him feeling guilt and doubting his own methods. A stool pigeon's cover was blown, and he was attacked, forcing him to leave his wife and home. Lee recruits a street racer named Ghost, who wants to rescue his sister from prostitution, as his latest stool pigeon to infiltrate a gang.
